But the price on the XDS is throwing me off a little, which is worth? Should I be looking at another small boi? Would like to go up to .40 or .45 but 9mm is fine for how small these dudes are.

Right now you can grab a walther pps m2 for $300 after the rebate. I recommend that. But honestly either of your choices is fine. I recently fired my friends shield and was very surprised how much I enjoyed shooting it.

I dont know about that. Sure it would be brick-shitting to try run from a full mag of needles that had a lock on you, but they only lock at shortish range, have crazy spread beyond that and have basically zero barrier penetration.

Me and some friends were thinking about potentially forming a militia for our town. However, I have little knowledge in the area, so I'd like to get some more info.
For starters, would it be practical to form one? Do they still serve a purpose other than being a social thing?
And if so, how would one go about forming one? What skills or information would we have to be aware of prior to forming one, i.e. how to form a proper rank heirerarchy, communicate, organize training sessions, etc.

The concept of 'standard issue' for officer sidearms didn't really exist before WW1 (lots of officer bought and brought their personal guns), so with thst I think that you will find easy to understand why there's no real general answer for your question
