If your cops wear bright colours, they are more visible to criminals and civilians, thus acting as a more effective deterrent and reassuring the people they are protected.

If your troops are easier to notice, they get shot quicker, thus being worse for a war.

This is why military uniforms all look drab as hell or are environment specific.


So generally, yes the police will have a sharper uniform than the military in the case of "beat cops" and such but once you get to the police who aren't a deterrent but purely a force for projecting the law (e,g swat) they essentially look like the military.

Also the fact that many police forces are more lenient on facial hair than the military can be measured as assisting them in looking good. For example the Indian police force if I remember rightly.
