While Buddhist monks and nuns in the entire world are celibate, the Meiji government abolished such laws as part of its effort to subjugate Buddhism. Japanese monks are permitted to marry, eat meat and drink alcohol; I believe the majority are married. Putting aside the fact that merely observing just these rules doesn't prevent one from breaking other serious ones, such people can barely be called monks, they're more like the priests of Christianity -which is an aberration within Buddhism-. Incidentally, most if not nearly all Japanese nuns are celibate. A well known example would be Jakucho Setouchi, whose sexual contents of her pre-monastic days are well known.
Now there are two monastic rules that Byakuren breaks, which are to grow her hair and not to wear monastic robes. This is either because ZUN thinks she should look flashy, or because she is just that attached to her looks (however not even Miko commented on that if I remember correctly, which is also strange because it's a completely defenseless point to exploit in her effort to discredit Byakuren. Ichirin also lets her hair grow, but wears monastic robes and a head garb). We know that she upholds the rules prohibiting eating meat and drinking alcohol, which implies that she follows a classical vinaya and has nothing to do with the Meiji era regulations, so she certainly also upholds the rule of celibacy.
Laypeople aren't required to be celibate, obviously.

I talked about that in a recent thread about the new Chinese 2hu anime, but to cut it short, the assumption that the people on the boat did drown is fundamentally flawed and is not any more solid than the assumption that they were rescued on the new ship.
The first one rests on one piece of textual evidence (those people not being mentioned again) and one piece of misconception (that youkai extermination implies youkai destruction; the Japanese term for extermination used in this context has many different meanings including a Buddhist one and has been used as such within ancient stories involving fighting supernatural beings- such as The Journey to the West). The second one rests on a piece of textual evidence (that despite this incident Byakuren kept or earned a reputation as being a person who brings safety around her) and the hypothesis that since extermination doesn't imply destruction, Murasa bringing everybody back on a new boat poses no problem whatsoever related to how people kept seeing Byakuren as a youkai fighter. I'd in fact say that this second assumption ends up being more tenable than the first one simply because it's absurd for a person to lose a ship and everyone on board, only to go on to be seen as one able to protect those around her for decades.
It is impossible to say anything more than this because ZUN kept Byakuren's pre-Makai life really vague. Unless someone asks him about it, or he explores the incident, we can't know what really happened. But the "she sacrificed everyone for Murasa" version shouldn't be pushed as the truth because it's shaky.
Adding a bit, Byakuren does use her monastic robe when doing her temple duties, as seen several times in Forbidden Scrollery and other works.
Her black and white dress we normally see is just her casual clothes.
I don't know if the rules stated they have to wear it 24/7, but she doesn't really break that rule in some way.
IRL they are supposed to wear them 24/7. Being a monastic is a full-time job without breaks.
However the "work" and "casual" clothing distinction might exist in Japan, that much I don't know.

Well Kutsutsura didn't really have much of an impact. If you read Count's comments, aside from the "HE WAS A REAL HERO, DOWN WITH HAKUREI DEVIL" and "Count x Reimu OTP t b h f@m" type of comments, you also have quite a few people saying that Count's appearance was brief but important, and that he let people see a side of Reimu and of Gensokyo that was never shown so clearly before.
