Well the stealing is wrong, but it's about the stress relief. Don't you feel bad for the fellow, a creative type bogged down by Japan's conservative social values? Maybe someone needs to start a charity for schoolgirls to donate used uniforms to, that might be able to help guys not break the law but still get the comfort they need in this bizarre, alienating world.
Don't they sell most of this stuff in vending machines in Japan? I think they even have cafes that put out just about any smell fetish to buy, even down to used tampons. I could see this being harder to obtain in any other part of the world, unless he just gets a kick out of the chase.
Maybe girls' parents or their parents' companies could claim the tax breaks from the donations, as for value I think it would come down to authenticity. How close does a particular uniform approach to the idealized used uniform? There would probably have to be an independent advisory board of experts.
You can buy them at vending machines or at porn shops next to onaholes and what-not, but to the discerning aesthetician, those varieties do not compare.
