Putting the Japs in Africa is pretty clever
With their advanced technology they would just grow crops indoors, filter water and export that to the rest of Africa. Africa has dry heat which Japs can deal with a lot better than humid heat.
Yeah, it's a flood/storm surge barrier.. It was built to protect the Rotterdam harbor from storm surges, and is part of the 'Europort Barrier'. But because Europort is one of the busiest ports in the world, the channel could not be closed permanently.. So they designed this massive moving door to close the waterway off when needed, while still leaving ships through normally.
They made it so that the barriers will shut automatically when a big storm is coming, so it's also (or it was at some point anyway) techinically the biggest robot in the world.
>pic is how 1 half of the gate looks when it's open
>Finished in 1997
>Only closed in a storm for the first time in 2007
>Closed in 2007, 2012 and 2013 to stop storms, all the other closings were tests and maintenance
We literally only needed it like 3 times since it was built, but the economic damage would likely have been in the billions if we didn't.
