The question, so far as I'm aware, isn't "have you ever committed a terrorist act in the US", but "have you ever committed a terrorist act", ie anywhere. Could be wrong though.
Even if not, by saying that you haven't, you lose one more argument sitting in front of a judge. "They never asked me if I was a terrorist", etc. By saying "no, I'm not", and then it turns out, yes you were, you incriminate yourself.
Then how the fuck are you supposed to answer? Saying 'never have I ever been affiliated in any way, shape, or form with any sort or terrorist organisation or anything that could resemble terrorism.'?

Happens on occasion. There was some woman a couple years ago who was convicted on acts of terrorism in a foreign country, came here, and when asked, said she'd never been involved in any terrorist activity.
Had she said "yes", she'd have merely been denied entry. Because she said "no", it became a matter of criminal law, and she was deported.
