True, except training for nuclear power generation isn't exactly that hard, if an 18 yo hs dropout can run the plant of a nuclear submarine, then surely those with experience with turbine power generation can do just as well, if not better.
Also, this isn't Cold War Slavistan, and (knowing our government) there would be computer read outs/ controls, procedures and training for every possible event.
Also, uranium extraction, refinement and shipping opens many doors for those not directly involved in power generation itself.
