If it even worked, it would probably register as either an American or Russian IP. As a rule, satellites and stations identify with their parent nation's call signs and IDs. Plus the ISS probably routes its connection through one of those two countries, though I'll guess probably the USA and not Russia.
there's one dude posting from svalbard, but you can't tell unless you hover your mouse over the flag because it's the same as norway. i've seen it a few times and it always blows my mind. i check every norwegian flag i see now.

My friend lives in senegal and has decent internet, they are a pretty "modern" country by african standards so its not impossible for them to be legit. Togo only recently started posting regularly, he even made an africa politics thread once.
