I don't think you understood this correctly, Balts in this area where modern day Latvia and Lithuania are since at least iron age, but the territory grew and shrank over the time.
East Lithuanian barrow culture dated 3rd-4th century which is attributed specifically to Lithuanian tribe is pretty much located around Vilnius area. They didn't magically appear in this territory during 13th-14th centuries.
Half of Latvia is Finno-Ugric names. Riga included, from Livonian "ringa". To be quite frank there are non-Finnic and non-Balt hydronyms in the Baltics from Upper Paleolithic culture.
