I find it more likely that the couple of million people displaced by islamic violence simply create well paying market for services of organized crime. Politicians are unable to fight organized crime because of either incompetence or being involved with the criminals by bribery or blackmail. Migrants themselves slip through and overwhelm the system because neither border guard nor the asylum bureaucracy were ever designed to deal with this amount of people and adjusting to new situation takes time, just like everything in government.
