Amsterdam definetely my favorite city in Europe. Budapest is really starting to climb up the cultural ladder too, now that the chinks and Saudis are pricing out the artists and youngsters.

i have three friends that live there, two of them have lived there all their lives and even they agree that mexico city just isn't that exciting.
i was staying in polanco at a friend's place for a few days, then i stayed in la roma and then the last week in coyoacan (i spread the visit between my three friend's places).
it wasn't even the first time i've been there, it's like the fifth and every time i get older and the place gets less exciting.
Edinburgh is way cooler than Glasgow.

I'm not the one claiming any New Zealand city deserves a place in the top 10. The only one with a "cool" reputation would probably be Queenstown.
My point is that even in Mexico you would have cities considered "cooler". Cancun for one because it's a party destination, also probably Cabo San Lucas too.
But on a global top ten you need a lot of factors to get a place. The party scene and arts scene would be important factors, and neither Mexico or New Zealand is going to rank in that when compared against the entire world.

Places like NYC are always fun to go to regardless of whether or not you've already been. After you've seen the historical landmarks of those other cities, you don't need to go back. Especially not London or Jerusalem.
Mexico City it has some interesting places ... some, but it's really crowded and dangerous, and if you like bloody history you can always visit Tlatelolco and know that at least 1000 students were killed there.

I do not know Shark Bay but the rest of the places you listed are rather bad. Star Avenue is boring and Chungking is the dirtiest place in Hong Kong. It is where poor refugees stay and I would not recommend it to anyone. I think Cheung Chau is the best place to visit because it preserves a lot of shrines and traditional snacks. Have you visited Central, Causeway Bay or Tsim Sha Tsui? There are a lot of good restaurants and old buildings to visit. I particularly like the roast geese. If you ever come again I will be happy to show you around.
