He didn't, it's literally impossible for him to have made any impact on the dollar in 2 months. Harper on the other hand, was in power for almost 10 years and implemented policies that pegged the dollar to oil.

it costs a certain amount to process oil from tar sands, that's where most canadian oil is, in tar sands. when the price of oil is higher than the cost of extracting it, they extract it, when the price is lower, it's not worth extracting so production shuts down.
