He didn't, it's literally impossible for him to have made any impact on the dollar in 2 months. Harper on the other hand, was in power for almost 10 years and implemented policies that pegged the dollar to oil.

We've been tied to oil for a long time. Like Russia and other countries it's a big part of our economy. He just continued to not invest in other industries as a backup plan like all other idiot governments. The Gulf Arabs aren't doing this on behalf of the US for some shit with Russia. They're doing this against Iran. Since the sanctions on Iran will be lifted, the Iranians can start selling again. The Arabs think they can cripple the Shi'ites by flooding the market with oil so cheap it will make Iran's comeback to the market pointless.

it costs a certain amount to process oil from tar sands, that's where most canadian oil is, in tar sands. when the price of oil is higher than the cost of extracting it, they extract it, when the price is lower, it's not worth extracting so production shuts down.
