Kind of. Obama cut some of their funding if I recall. They also operate on less money then they did during the moon landing days when a dollar went much farther.

Man I'm a stupid ass deadbeat and even I know that there is a lot of scientific progress in Europe. Tons of students and professors learn German or French only to read newest articles and stuff, which won't be translated for half a year or even more. Consumer tech sure, USA and Asia, but that's not science.
