Don't know when but I can tell you why, probably started under British occupation. You could not get a job, go to school or do anything government wise without speaking English, eventually speaking Irish was seen as backwards so parents just stop teaching their children and the catholic church promoted the murder of the language and Irish culture more than the British, they seen it as pagan, backwards and saw an opportunity to make the Irish more catholic by making being catholic a major part of the Irish identity which they succeed in.

He asked the British king for help and in return for swearing allengace to Henry and marrying his daughter to Richard de Clare a norman lord he would receive help.
Richard brought the Normans over, beat everyone and become King of Leinster, Normans settled and had a big impact on Ireland with stone structures and crop rotation.
Most castles in Ireland are Norman, before that Irish people had a system called a motte and bailey pic related, which were everywhere. You can find mounds in random field all over the country which were former Mottes and Baileys there is one behind my house.

I agree, which is why it does not work well, there is no way to gather all people up and meaningfully ask them "What shall we do about issue X?"

I personally believe a semi-constitutional monarchy would be one of the best forms of government, where the government gets elected by the people but the monarch can also pass, veto and change laws to some extents. To fully explain my idea of it would be way too tedious and long.
