It's not really a "line", it's just people waiting for a bus. The fact that you can have an area of personal space is much more important than being the first to get on, since everyone will have a seat regardless, and even if the bus is too full for you to find a seat and you have to stand, nobody would think securing a seat is big enough a deal to make an effort to be the first to get on.
I'll definitely understand it if it's waiting for a bus, people here don't start glueing themselves to each other if there's enough space. I'd find it very odd for a line though.
I'm probably used to /urban/ and /architecture/, literally the only reason I still visit /int/ nowadays. Otherwise it's just shitty generals, bad memes, "banter" and SFW /pol/.
Pretty sure if you tried to India someone for more then half a second here you're either getting punched shoved or arrested.
Even on a crowded bus people won't let more people on if they have to compact together to the point of touching each other.
