Serbia and Bulgaria have a deal to split Macedonia before the war; area between the two red lines was left up to the Russian Tsar for arbitration;
Balkan war results in what you see on the pic;
Great Powers alarmed, AH and Italy intervene and force the creation of Albania (the red striped area);
Serbia wants to renegotiate because they lost the territories in Albania and if they kept to the original deal their contribution would've been pretty much for nothing (as you can see on the map);
Bulgaria refuses to even support Serbia diplomatically and demands the original deal to be upheld regardless i.e. Serbia should pull their troops from the part south between the two red lines;

Russian Tsar offers to arbitrate and settle the dispute; Serbia accepts, Bulgaria sends a letter containing many pre-conditions for negotiaton which the Russians almost take as a blackmail and realize Bulgaria has no intention to negotiate but go to war for Macedonia;
