Leading up to the Second Balkan War the Russians very explicitly spelled out for Bulgaria that it was extremely likely that Romania and Turkey would invade and that Russia would do nothing to stop them. The Russians infuriated the Serbs by basically forcing them to arbitration, which likely meant the ceding of significant parts of Macedonia to Bulgaria.
What does Ferdinand do? He makes war on both Serbia and Greece and to do that he denudes the entire east of troops.
And all that for the immense pleasure of gaining marginally more Macedonian villages.

You can see this on the map in your post as the black line running roughly from Kriva Palanka to Ohrid. The uncontested zone consists of everything south of this line, and was promised to Bulgaria.
