Because we are the ones that suffer the most from immigration. A lot of africans come to lampedusa and then get spread into italy, and that's not too good considering how little space we have in our country. It depends. If someone really cares about being smarter they have to resort to third party teachers, though. For example, english is taught very poorly in our schools with teachers making a lot of mistakes that end up transferring to the students. I took some Cambridge courses because I cared and wanted to be fluent in English, but plenty of people here really don't care about that. They usually justify themselves by saying something along the lines of "why should I even learn english if I am gonna live in Italy for the rest of my life?". It's unfathomable how little interest they have in communicating with foreign people.
