Birth rates in agrarian societies will always be superior to birth rates in urban societies.

In farming cultures, there is a clear practical benefit to having a child. The can help with their fathers trade, they can take care of their parents in their old age.
However, in capitalist urban cultures, having children is effectively punished with the costs they incur. And in a society where material possessions and status are prized above all else, having kids is a necessary evil. With social welfare programs to take care of the elderly, the only real benefit to having children is the existential need to pass on your genetics. And you only need one child for that.

In agrarian societies, you have as many children as you can. In urban societies, you only have as many children as necessary.
In order to fix the birth rate, society would have to regress. There is no way out of it.
