It's in Rotherithe & Surrey Docks in East London The surrounding buildings are just offices and industrial estates.

And I think some prisons need to be taken down to make space for houses, then then just have huge ones in ghetto and wasteland areas instead.

Some Japanese prisons are in a similar location with yours. There is a large prison in eastern part of Tokyo where many people live.
