I think it's the depiction of the human form in general since they consider it to be sacred or something.

the massive buildup only happened as the USSR was in its massive decline already.

the real reason is planned economics are inefficient and ultimately always fail to meed the needs of a complex economy.

the USSR had a massive bureaucracy and state of the art computer technology in service just to keep the thing running, but the more it grew the more the bureaucracy needed to grow and the more bloated the entire enterprise became until it just broke down.
