They both used Roman salute, is that really all it takes for people to confuse 2 almost completely different things? Beside, Nazism wasnt even a proper ideology and 99% of it was decided by one guy. Fascism was a movement and ideology for centuries, and had tons of written works and authors and what-nots about it.

The salute just looks good and it's more commonly associated with Nazis because Nazi Germany just looked aesthetically better than Fascist Italy, Triumph of the Will immortalized the appearance of Nazi Germany, and they had a much larger historical impact, so they're more memorable than Mussolini and Fascist Italy.
