As a general rule wages are higher in the south than in the north, if you don't speak the language and have no qualifications it won't matter that much though.
Just avoid the poorer states like the Saarland, Berlin and eastern Germany.
Bayern, Rheinland-Pfalz, Hessen and Baden-Württemberg are probably the best states to look for work.
