Yeah, except the Norwegians would be in a military union with Germany, with German troops stationed all over Norway as part of the Atlantic wall against possible British or U.S. aggression. The krauts would probably continue their "Neu Drontheim" plan, creating an equivalent to the international quarters of Hong Kong, but in Norway with nothing but Germans, and Sweden, armed neutrals probably, would be Germany's bitches for ores, if not outright allies after a late war invasion.
If Germany won WWII, they and nationalist movements in the U.S. would want warmer relations, but the remainder of the free world, with Britain, Spain and France on the fence to join the U.S. and their puppets/allies, would probably find themselves in a three party cold war, Axis vs. free world vs. GEAPS. Norway would be part of the Axis.
