It was cancelled because Canadas counter intelligence apparatus at that time was like Swiss cheese.
It is well known that the Soviets were balls deep in every part of the Arrow project.
It had to be cancelled. The fucking thing was basically fueling Soviet aerospace research and probably advanced it by a decade.
The Australians had similar issues with counter intelligence. That's why even though they are extremely close allies of the US, it wasn't until a couple of decades ago that American finally started to work on joint intelligence projects directly with them.

For a long time the Echelon base in Australia literally had a wall down the middle of the rooms. US teams would be on one side, Aussie on the other.
