Because people assume with corruption they will be dirt poor.

We have tons of corruption in the US, but it is white collar and political corruption that is not noticed by the general public. That's why Transparency International is a bad indicator of corruption levels.

I don't know about your countries but I can tell you about Bulgaria. When we lost ww2 because hitler was an idiot, the west sold us to the russians. Who came in and killed anyone with original thought, our intellectuals if you may. I'm assuming this happened everywhere in the commie countries, that's why >polish intellectuals is a meme. Then for many years everything belonged to everybody, so everybody was only simulating to work hard, while stealing under the table. At the same time the ruling elite was stealing big time behind closed doors. They had big houses and shit, away from peasant eyes. And in the last 10 years of the regime, they knew it won't last a lot longer, so they were taking huge sums of money out of the country to offshore accounts. Then the regime fell, people rejoiced, but instead of killing those shits that were in power(like the romanians did), we "sued" our dictator, as if he was the only responsible one. And all those shits that were in control before, now had huge wealth, which they used to buy all the media and production stuff that was now privatised for low prices. What they also did, was to buy all the judges, which is our biggest problem. In order to stop a cop from taking a bribe, you need to make his superior officer loyal, but he is also taking a bribe, so his boss, the minister of internal affairs has to control him. Be he himself is corrupted. And he will always be corrupted because there is no one to put him in jail, because the judges are corrupt.

Right now our current government is "trying" to fix the system, but there are too many financial interests in place, so even the most clueless person on the street will tell you nothing will change.
