Why is Russia and most of eastern block still so high in coruption? Is that a natural thing to develop in a socialistic economy?
Because corrupt is the way the higher ups want it in order to stay in power. It's the way it's been and it's the way they want it to stay.
Change must come from the bottom up, not the other way around.
It's not that corruption is something unique to Russia, but our anarchic 90's with no general authority turned out to be a real great soil for less formal ways of doing buisiness.

We have tons of corruption in the US, but it is white collar and political corruption that is not noticed by the general public. That's why Transparency International is a bad indicator of corruption levels.
Dictators generally hate corruption because it diminishes their right to rule and takes away from their country's efficiency. Dictators already control the country, why would they need to give up power to inefficient oligarchs and families?

As an average Russian, I should also say that I didn't have to bribe anyone for seven years, maybe more, but I'm certain about seven years.
It will develop in every type of rule on every levels of society.
Reason is, people are selfish animals, and personal gain > collective gain. Its evolutionary. Even if your life is good, you have shelter, food, sex, soils of technology etc... you will still fuck over someone to benefit yourself.
I am sure that 90s had a huge impact on the current coruption but I am also fairly sure that coruption was strong in whole eastern block before the fall of communism. Where did that come from?

Well it was strong in way because of the deficit. People were trading goods they had for the goods the lacked. However I've never heard anyone refer to this as corruption. Though I can definitely see how it is possible to define it as such.
The problematic corruption is the one that came with 90's, not the soviet one which was a way to compensate for lack of a free market.

Shitty culture grounded in an equally shitty religion mostly. Orthodox faith promotes collective thinking, which justifies corruption as a means of working in the interest of your own social group (be it family, business group or a nation). Catholic faith accents "family values" which leads to the same crappy result except in a more limited extent. Protestantism on the other hand values individualism, and the whole predestination bullshit actually made people afraid of taking bribes (since it was a sin and sins cannot be forgiven). Of course religion isn't particularly relevant today (at least in the western world) but it's effect on culture is very visible to this day. It's no coincidence that the least corrupt nations on earth are those which culture was based on the protestant values. Second come catholic nations, then orthodox, and then everyone else.
Well, any form of corruption can be considered a way of having a free market. In countries with low corruptions this form of free trade is restricted by rules that are approved by society.

You misunderstand me. You have corruption on both levels, ours is more focused at a higher level. Remember, lobbyists stole $700billion in 2008/2009, from a certain point of view.
I don't know about your countries but I can tell you about Bulgaria. When we lost ww2 because hitler was an idiot, the west sold us to the russians. Who came in and killed anyone with original thought, our intellectuals if you may. I'm assuming this happened everywhere in the commie countries, that's why >polish intellectuals is a meme. Then for many years everything belonged to everybody, so everybody was only simulating to work hard, while stealing under the table. At the same time the ruling elite was stealing big time behind closed doors. They had big houses and shit, away from peasant eyes. And in the last 10 years of the regime, they knew it won't last a lot longer, so they were taking huge sums of money out of the country to offshore accounts. Then the regime fell, people rejoiced, but instead of killing those shits that were in power(like the romanians did), we "sued" our dictator, as if he was the only responsible one. And all those shits that were in control before, now had huge wealth, which they used to buy all the media and production stuff that was now privatised for low prices. What they also did, was to buy all the judges, which is our biggest problem. In order to stop a cop from taking a bribe, you need to make his superior officer loyal, but he is also taking a bribe, so his boss, the minister of internal affairs has to control him. Be he himself is corrupted. And he will always be corrupted because there is no one to put him in jail, because the judges are corrupt.
Right now our current government is "trying" to fix the system, but there are too many financial interests in place, so even the most clueless person on the street will tell you nothing will change.
