I would say there's a good correlation between better results and smaller average schools and classroom sizes

I personally went to a K-12 school that had ~900 people with my largest classes in High School (Maths and English) having about 15 or so people

We don't. What we do, or did, have is very low child poverty rate and very low inequality.

Our educational system is pretty mediocre and functions mainly as a shit babysitting service. Parents simply abandon their kids there.

There might be a correlation but they are probably ultimately evaluating something different there. E.g. look at Hungary's efficiency vs PISA rank or the fact that Finland overtakes both Korea and Japan.

Finns probably are more intelligent than most peoples. Solely due to good nutrition and public health.
