I would say there's a good correlation between better results and smaller average schools and classroom sizes

We don't. What we do, or did, have is very low child poverty rate and very low inequality.

Our educational system is pretty mediocre and functions mainly as a shit babysitting service. Parents simply abandon their kids there.
