Who the fuck would make a design and want it tattood by some random, you always make the tattoo artist make the design, so you dont end up giving him something he does not feel comfortable working with and thus make it shit.

The last time I designed a sleeve I charged $400 and the tattoo artist charged $1200.

Tattoos aren't for children unless you want to go home with the equivalent of a merc.wip tramp stamp.
