Not really, measurements are easily quantifiable. You can plot out any point you want with accuracy using your pencil. You can't do that so much with values, laying and refining the correct values is much more hit or miss and doing that in grey scale when you're looking at a live model is even harder.

The first 3 steps are pretty much shape language anon.
The author described how to handle negative shapes using circles placed in a 3d plane. You can see this in step 3 on he made a twig and .
Step 4 is putting his theory to the test and the step 5 is the brush setting he used for the step 6 where he laid in the initial silhouette of the piece and gradually chipping in the form until finish.

Beginner here, I notice a lot that if you desaturate an image for example the pretty busts and portraits the majority of internet famous artists paint, there is very little work on values, in this drawing is it correct to say that only a basic light 0-20% value range is used on the face, and then the definition and form is expressed through the use of color mostly and colour with different values are used , is this a valid way of rendering a face? should this be avoided?
I'm still wrapping my head around value and I've always thought of it as a way to show the structure/form of the face through use of light.
If this is correct then wouldn't this girls face mostly be flat, save for slight sunken eyes, and an inconceivably small bump where a nose should be?
yet in the final image it looks natural and defined.
TLDR, isn't the face too flat to begin adding colour when the artist did?
is this valid or to be avoided?

That top one is kinda wrong to be honest, but I get it's the hardest one. I find people tend to exaggerate the perspective on the jaw line and also needlessly adding that second line at the bottom between neck and jaw, when in reality -most of the time- those two sections, just sort of combines in a smooth shape showing no sort of hard plane changes. You are never going to make it as long as you refuse to look at what's important and instead get lost in completely irrelevant bullshit.
You need a brush that allows you to paint hard edges, firm edges and soft edges, maybe one or two with texture and that's it. You can find those brushes in literally any brusbpack on the internet. I guarantee you, you already have all the brushes you will ever need. If that artist used your brushes, the end result might look marginally different in close detail, but the image as a whole would be exactly the same. Same drawing, values, colors and edge control.
