I'm building this art rating/critique site in my spare time to better learn web development and make something potentially useful in the process. Pic related is what it looks like currently, it's in its very early stages at the moment.

How it's going to work as I currently see it, is you create an account, upload images, then you can see in your account overview ratings/comments for said images. Ratings you leave for others can be tied to your account name or made anonymous. There would be some form of policing, mostly to make sure content posted is actual artwork.

Would anybody be interested in using this? If so would there be particular features you'd be interested in, or is there anything you think I should avoid?

I'm looking to decorate my new apartment with some prints of my favourite art pieces (eg: see pic). I've looked around and a lot seem to be either expensive, low-quality, or both.

do you care about owning a quality print or are you just trying to quite literally get the image on your wall (in which case try try http://www.blockposters.com/ if you have a good printer )

don't get scammed, Don't get lied to that oh this print is going to cost more b/c of more colors,

find a site that just prices it by size no matter what the image is.

Why I say that is because it is easy to tell a customer who has no clue in this "image printing business" (god i barely got through that one)

How do i start working on conceptual/modern art? How did you start and got into that world?
I went to countless galleys, rothko, ai wei wei, duchamp, warhol, hirst. I really like that styles, i have created tons of conceptual art, it's shit, i am still learning, but i want to go into that direction. Currently i am js/node.js/c# programmer and it''s making me sucidal.
How can to get your art to that frame, not to the frame of satire or cheap impostorship.

Thats good for you bro. If you have a direction in mind, just dont wander off of it for too long. Much of /ic/ hates modern art, but much of it dealing with the properties of different mediums is very useful to even traditional/academic artists.
If you align your goals with not appearing cheap to others, your work will look unauthentic because you will be constantly trying to fit a mold. What you should want on your journey for authenticity is obviously to be yourself while creating something that others enjoy. You can find a small niche and get very very specialized, you can come up with something completely original, or you can actually just try to imitate others. If someone is doing something that you like, there isnt really a big deal with doing better.
