Does anyone know what brush is used for these drawings? (I know the lines look slightly different but it seems like just the brush tip and the density is different between them ...)
These are by two different artists so I believe it's likely a default tool that comes with either SAI or Clip Studio. I'm pretty sure I've checked all the default brushes in Clip Studio and can't find anything that looks just like it, even by tweaking the settings.
Looks like standard round brush to me.

For your level of skill at the moment that texture and shape with texture is too advanced. You'll be too overwhelmed and what's required to make it look good and you won't learn anything
Texture is a combination of small shapes over a surface and how light reacts to that surface
Do some still life drawings of things that show texture like a towel, a knitted jumper, the hair on your legs, an old rotten bit of wood.
From life being a thing that's important. Being able to pick up and feel the texture gives you a lot more information about it than a photo on the internet.
This is an old painting by Tehmeh I think, notice how you're able to tell what a lot of the objects are made of such as the table cloth is obviously cloth and not metal or plastic, the food looks wet, the xbox controller looks matte and not smooth and shiny. This is because he has paid attention to how textures look and it is great skill to have

I like about 10 percent of his paintings. He is kind of a "look ma no hands" type of artist, as he could paint in so many styles.
Im a plebiscite but when any kind of artist creates there work only to flex, I usually find the product underwhelming. He has such a large portfolio however any one would probably find a couple of paintings they really like from Picasso.

My friend Lauren Muratore commissioned a drawing of Abraham Lincoln through Gettysburg Seminary to help promote the seminary at the 2015 ELCA Youth Gathering in Detroit.
The quote comes from a speech Lincoln gave in 1848. There was apparently a debate about whether the federal government should provide funding to projects in individual states. Lincoln disagrees with President Polk's arguments against it. He argues that the federal government should be able to take on massive structural programs (such as an intercontinental railway) and let the States handle smaller ones (like a bridge over a small stream). The quote doesn't discredit that smaller programs shouldn't be done, but that they would "find the way."

I used flash for a while, but I been hearing that toonboom may be better for frame-by-frame giving it a more smooth look compared to flash.

You can simply use Photoshop or Krita for frame by frame, you don't need that tween and rigging garbage that other software boasts.

If you want a good software for frame by frame then tvpaint is your man. warning - it's bitmap based so if you transform your lines too much they get all blurred and ugly, a problem you wont have in vector based programs
Are there any movies out there that deal with or romanticize drawing/painting? I recently watched La La Land and it was cool to see how the director made piano playing seem so awesome. Same thing with his other movie, Whiplash. He makes drumming seem so intense and really romanticizes the concept while hammering home the amount of sheer effort and sacrifice that is needed to even have a chance of making it.
But yeah, that got me thinking about drawing/painting and no movies really came to mind. There are a couple documentaries about it but nothing like La La Land or Whiplash where the craft is really put on center stage and explored. You guys know of any movies? Is drawing just less interesting than music cause you do it quietly and alone?
