I would advice you to learn 3D instead. You don't require as much hand precision.
Or skip drawing and become a painter instead. You can be more loose if your colors are right.
And if you still want to draw then skip photoshop, install SAI and use the stabilizer at the maximum level with a tablet.

My question is; has anyone ever used soft pastels with acrylic paint? What was your method? How did it turn out? Someone mentioned that you can paint oil over acrylic but not the other way around. Thoughts?

Digital artists far outnumber traditional ones here though. Also many people do both.

This has to do with making it archival. You can do acrylics over oils but it will eventually crack and fall apart. I've seen pros do it though, but they said they didn't care about the work lasting. It's also just easier to do acrylics first since they dry way faster.
