Yes, my father paints and draws and he introduced me to Loomis and other anatomy books since I was young. When I discovered /ic/ and saw that Loomis was a meme It was pretty fun.

Not my parents, but one of my uncles does graphic design, another uncle does fine art, and my sister draws anime just as a hobby.
I'd like to get just good enough to draw black & white storyboards. No color and not much shading. If I have no drawing experience & I practice 4hrs a day could I reach competency within 2yrs?
I know 4hrs isn't a lot but I simply can't do much more(maybe 5hrs). I really like screenwriting & comic writing but don't totally love art... however I love cartoons. So storyboarding feels like the only type of art I really want to do because it's like comics that tell a story & follow a screenplay.
But if I can only give 4hrs a day to drawing is this enough to see progress over 2yrs? I know this is a shit question that gets asked a lot but I'm just looking for approximations

The hard part about doing storyboards is not the drawing, but the storytelling, composition, and how it flows from one to another. It's definitely doable. I would focus on learning a lot of perspective and stuff about lenses and cinematography. Being able to draw at least simplified humans and facial expressions is good too.

facial features look misplaced and disproportionate, especialle the eyes and eyebrows, which, by the way, look like worms.
the rendering is muddy.
boobs (?) are fucking confusing, with that cloth especially. one could also interpret them as her shoulders, so having the actual shoulders peek out behind or otherwise making it look more clear would be good. they also look like balloons.
that thigh band should be way more curved to show the form of the leg.
that top right bump on her hait outline looks out of place.
composition is weird. it's just a speech bubble and single figure, but could be placed better.
I have no idea what's going on with her right leg. is it a stump? and what is that behind her left thigh? her foot?

That's because no one good is going to do that range. That's deviant art-tier and even then it's actually higher than deviant art-tier. Good artists are above $150.

Thinking about getting a Surface for Photoshop, Blender, programming, and school work. Can someone who has one tell me if it's worth them money?
Does it run 3D modeling software well?

Cant say much about the other things as i don't have one but the pen is pressure sensitive.
The first 2 models used wacom digitizers the 3 and 4 use a different kind but in the 4 i hear it's pretty decent.
Surface 4 is garbage for drawing in photoshop. My 4 year old levovo laptop is better.
