Learn what techniques? Loomis isn't the only person that can teaching drawing. Have you tried giving her the animators survivor guide? Or maybe have her listen to animation artist interviews?

Animation is a whole different monster. Sure, a lot of the fundies crossover, but a lot also don't.
Imo, most artists, particularly those interested in comics, benefit from learning a bit of animation. However, not all animators benefit from learning a lot of the fundamentals of art.
Things like color, rendering, painting, line weight, lighting, and even in some cases, anatomy, are totally useless to an animator. Basic construction, and perspective are most useful for them. From there, it's gesture, and then all the core fundamentals of animation, all of which are quite different from what we learn. I mean things like timing, holding frames, cutting, flow, cinematographic language, etc...
Is there any guide that informs me on how to give a sense of "speed" to my drawings?

Real talk, I can't get the speedlines to look "right"; I can't "smudge" a character fighting for the life of me... I don't really get what I'm doing wrong, but it doesn't "feel right"

To be honest, there's a lot of different ways to do it. Of course it comes down to speedlines, perspective and other things, but best thing you can do is hit up action scenes from different comics/mangas and trying out what works best for you. Sorry if that sounds cheap, but that's the way I find my favorite style for stuff.
By the way, the image you posted may be from a popular manga like one, but the action aspect sucks major ass.
I've been drawing daily for the past 2 years and I've seen incredible improvement. Anyway, I hear from people a lot that when they take like a week off from art, they see a lot of improvement when they come back. What are your experiences with that? Does it actually work? I'm planning on taking a week off till the end of the month to test it out.

Its a legitimate phenomena. Its akin to how weightlifting requires resting periods because that's when the actual hypertrophy occurs. Your brain is learning a lot of things passively and it integrates these things best during downtime.
I never experienced that myself. Every time I take a break longer than a day or two, I just feel rusty and my lines are awkward as hell.

while i've definitely improved after taking abnormally long breaks from drawing, it does make me wonder if i would have technically improved more in that time period if i had been able to keep at it. for lack of a better visual, say i get a +3 to "art skillz" after a 2 week break but had i been drawing that entire time i coulda improved +5 or whatever. the +3 seems huge because it came from what felt like no effort, where as the +5 happens slowly and i'm there to measure each incremental increase therefor it feels less monumental.

May I make an intermediate thread? I really like the beginner threads. Most of them have genuine tips. I feel like we could use an intermediate (relative, I know) since this can be just as tricky.
What do you find yourselves drawing mostly? Do you feel like you've improved? How long have you drawn?
I've drawn all my life but only in the last year have I taken it seriously. I mostly do anatomy stuff for humans and animals but the occasional fantasy thing.

If you don't agree because you see some great digital art, well, I suggest you take a harder look. Not to be rude. But it's good to realize that people just specialize early on. A lot of digital posters have never touched trad in their life. And a lot of tradposters that seemingly just post shitty crap just need to buy a scanner and boom.

I don't understand what you mean about traditional versus digital. It doesn't make any difference what medium you create art in to me. I don't think that if someone uses digital they're suddenly advanced. I've seen a lot of abysmal digital art. I just choose not to draw digitally.
