Yes.
You don't need to make those mannekins or construct from basic shapes or anything, but any rough sketch should always be building form. If you're not building form it's going to look flat.
The thing about the mannekins is they give you a sort of mental shortcut for how to show form. It gets you in the right headspace.
Unless you're intentionally going for a very flat 2d style, you don't ever do something "rather than" showing form. You do something -and- show form.

The only art related podcast i listen to is the bancroft brothers animation podcast. Its mostly interviews so you wont learn much theory from it.

It's a bit cramped, but I get that you probably don't have a lot of space.
The only serious issue is your lighting. One LED is not enough. You should have two, at least at a 45 degree angle from each other, and 70-100watts in each (or equivalent in LED). It looks like the one you have isn't strong enough to evenly light the entire canvas, that's a serious issue.
I have two like this on top of my easel, side by side. They don't have to be specifically for art, you can find cheaper. I also have two lights on my drafting board.
For future references, how much do you pay an artist without insulting them? Money isn't an issue, but I don't want to throw cash out away like a doofus. Is $50-70 per frame/image for an animation fair, or what? A bust/cover art for $750? What am I missing?
It depends on the quality of the work, and I suppose the notoriety and demand of the artist.

What are some active online art communities with weekly/monthly challenges ? something not too serious but active enough to feel invested. yes. I've never really looked into conceptart but I've known about crimson dagger through the videos (now offline unfortunately). A long long time ago I used to participate in a somewhat popular european forum and that was a lot of fun.
