There's no magic number. Sure it'll take you a while, but if you try really hard you can shave off a few years. I'd say about 10 if you're a complete beginner..

I draw hair first, if I try to draw other features first they become dis-proportioned but I hear it doesn't matter.
I find it FAR harder to draw a head around facial features than place features within a head.

I'd really like to draw like the style of his comics, but I can't find a single tutorial or guide on drawing proportions. I typically start with the nose and work outward, because I suck at heads.
My noses end up being too big, my perspective is usually very shitty.
Anyways, I drew Souchi Tsujii but I know a few things are off here.

first, ito's style is all about high detail
second, you need to be real good at your fundamentals. Ito's style is fairly grounded in reality from a proportion and simplifcation standpoint, so you can't cut nearly as many corners as with generic anime/manga style.

Composition is about intuition, not some gay lines. This is the thing so many people miss, I don't know why. The ultimate goal of good composition is to look good. If you can make it look good just by thinking about it, that's it. It's enough, really.

I'd highly recommend you try photography for a while.Take a class if possible.
Using a camera (I'm talking about a dslr not a phone camera, but that could work too for quick, spontaneous shots) makes you take multiple things into consideration that you may have not were you in the same space with a sketchbook and pen instead.
You have complete, tangible control over how you want to frame your subject, determine how lines, colors, shapes, lighting, positive/negative space, etc. work together to create a dynamic -- or at least fairly interesting-- composition.
