Is replicating other artworks over and over actually beneficial to improve skills? I've never truly followed a regimented practise plan so I have no idea what's actually the norm. I need some good strategies.

No.
Recopying is very useful, if you can get beyond some very simple two shot compositions. It may not be as useful as anatomy drawing but it will relieve you from that grind. Authors actually recommend copying out whole paragraphs of your favourite book, but this practice holds more value in the realm of visual art.
Initially for example, while recopying William Orpen, I didn't know what I liked and disliked about this picture. Now I'm more aware, it's very sanguine with a touch of Disney-in-technicolor. So I changed the composition of the soldier's arms to make it appear more malevolent. That is where you're going to be making judgement calls.
Studying other artists artwork is beneficial to a point, I'd say only do it to the artists you admire and if you would like to incorporate their style into your own. It's something you should do often, but not TOO often.

So I want to be good at drawing and I used to draw a lot as a kid before I learned the "truth about art" I guess but now I just feel really unmotivated to do it. The depth isn't an issue of shading, it's an issue of drawing. You can describe form in many ways. Use a different brush, something closer to a real pencil to sketch with. Ink requires a certain amount of confidence that simply isn't there yet.
