Human nature is torn between the self and the collective, the collective being morality and the self being our natural inclination to be immoral.
In the end even morality is a self serving device that gives the individual the safety of the group. This is what "power corrupts, absolute power corrupts absolutely" explains. When a person has enough power, generally political in nature, that he no longer needs morality for safety, he tosses it away.
