This is a reasonable and defensible assertion, but there's enough other stuff going on right in the neighborhood that I would push back and suggest that the World Power Region looks a bit more like this - various things headquartered in Zurich, Brussels, The Hague, and London. Also, although young, New York is the other Alpha++ world city, and does host the UN among other things. Tokyo is held up as the other Alpha+ world city, but then of course that's not western.

There's just too much important stuff going on in the neighborhood of the English Channel to confine it all to one city, recently anyway. As a throwaway comment, I was on /tv/ once and some trek nerd pointed out to me that in Star Trek, earth's capital is Paris. I thought it was San Francisco, but I was proven wrong: San Francisco is where Starfleet is based, two different things.
