1) This appears to be an old, dated version of the SPM flag.

2) 4channers in /int/ and sometimes /pol/ go nuts over this flag. I believe they're a bit blinded by their love of RARE FLAGS, however, to appraise the thing more reasonably. It's also a meme territory which is close to both Canada and the Lower 48.

3) However, although I don't think it's terrible, I do think it's overrated and way too busy, trying to be all things to all people. Also the ship (and this is also true in the wiki version I'm thinking of) looks like a hokey 70's era design from the front of an old book cover, or a seafood restaurant's sign or similar. The type of place where Ron Burgundy and his news team would have a bottomless bucket of Shrimp with some scotch, Ron wearing his Captain and Tenille hat all the while. People say they hate Maryland's state flag (an incorrect opinion, it picks one bold, busy, unmistakable design and sticks with it, having rotational symmetry), than someone else turns around and says they like the SPM flag.

4) Most importantly, the SPM flag was designed all of 30 years ago, and it's /not even official/. Most of France's territories actually don't have their own official territorial/regional flags, apart from the French national flag. An exception to this is French Polynesia.

Which if you think about it, actually makes a lot of sense, because much of conventional animation is (was before computers I guess) farmed out to South Korean shops, who "finish" the episode, season, whatever. So it's reasonable to suppose that someone associated with such would go on to design a hideous flag that isn't even in your national language.
