Its an interesting concept. The bible talks about there being three kingdoms waging war in Israel, home port. But at the time, distance and language barriers was still more than enough to keep people from relating on some regional social level. The Mediterranean powers traded yes, but there was more than enough differences to keep an "us vs them" mentality between them all, especially so in Rome and Carthage's case, which saw each other as natural enemies for 150 years, ending in Carthage's complete destruction.
