Why annex a country, when one could control the scope and trajectory of Japanese modernity with resources and technical prowess(so the americans believed) ?

Because it would be political suicide and no other country would quarter our troops. We desperately wanted people to quarter our troops so we could invade Russia if they invaded us.

America has an aversion to direct government control of overseas holdings figuring it's more trouble than its worth. Indirect control is simpler, easier, and less costly. Especially through business and cultural channels.

Because:

1. Congress has to vote to let somebody in, and once you are in you are in until the world ends in nuclear fire.
2. US Constitution makes all states Republic (It is mandatory), Japan couldn't have its monarchy.
3. Americans were still pissed and so was a lot of people in Asia.
4. Not enough Christianity in Japan.
5. The US isn't the Soviet Union.

If japan was annexed by the US it would be referred to as japan except in a regional sense.
It would have been broken up into several states administered by governors the people in those individual states vote for. They would be pledging to the flag and be US citizens and follow the laws Washington signs off on. that's direct control.
