A sensible man, a good administrator. Filled the treasury of the empire so that Justinian can spent it on bullshit projects and conquests, former was for his fame and glory and propaganda only and latter become more costly to empire to than beneficent.
He was also I would say loved by his people. Even though he was a monophysite (at later on when he died mob demanded a "christian" emperor) I would say not being a strict Chalcedonian Orthodox but still gain respect and love is an accomplishment in it itself. He could face the angry masses and calm them down. Justinian tried to same thing pre Nika Riots, did not end up well for him.

But people love a good story and they glorified and exacurated him for being the "First Christian Emperor" ignoring his Arian and Sol Invictus sympathies and other controversies surrounding "Saint Constantine". But the legend that surrounded him grew as time went on.
To add Theodosius also had a victory against a "pagan" foe in the West and Chronicles compared him to Constantine, partially due to the legend he became.
