As for Southern Europeans vs other Europeans, Rome spanned a large area and celts where absolutely sharers in Classical civilization. Also you have nations like Russia which by virtue of their conversion to Orthodoxy by the Eastern Roman Empire share in Greco-Roman civilization.

According to genetics Sardians and Portuguese are closer related to carthaginians than modern North Africans.
