In fact people judge acts by their intent.
Killing in self-defense is not treated the same way as is a crime of passion as is premeditated murder.
So while the example can seem a bit extreme it's not impossible that a murder and stealing a candy bar could be judged as about equally bad in some cases.

So after Germany surrendered in 1918 an army was set up to fight for German interests in the Baltic states. They fought the Reds, the Whites and the independence movements for 7 months

Any good stories or bizarre characters I should know from this?
Why have I never heard of this? Is it just overshadowed by the other great stories from the Russian Civil War such as the Mad Baron?

The way it divided itself was sort of bizzare, after the Battle of Cēsis, the commander Alfred Fletcher then defected with German soldiers of the BalticLanddeswehr to join P. Bermondt-Avalov's army, while Anatoly Lieven with the Russian troops defected to Narva and joined the Russian White Army. Germans in Bermondt's army were later beaten in the Lithuanian war of independence and were sent back to East Prussia.

The Entente was constantly intervening in the independence wars, one of them stating that German forces are to leave Latvia, so taking prisoners was a no-no. This is also why the German troops commanded by Bermont were sent back to East Prussia after losing to Lithuania, Entente intervened and demanded a treaty.
