If Austria had won the German War of 1866, they likely wouldn't have created such an empire, but if they wanted and managed to either convince the Prussians (through diplomacy or military defeat) and other smaller states like Saxony, Bavaria, Baden and Württemberg it would have been possible.
Prior to the defeat in 1866 they even proposed a German confederation under their leadership, Großösterreich.

The same could be said in case of the Prussian victory, but the Prussians didn't want to have a comparably powerful state in the new empire, so they preferred the kleindeutsche Lösung, without Austria.

I don't think the other powers would let that happen, though, so the newly formed country would have to defend itself against France, Russia, likely Britain and maybe even Italy or the Ottomans.

The US is a terrible example because it is obscurantist in terms of law...there are thousands of contradictory and vaguely-worded rules and regulations, and the legal profession depends on twisting words and finding loopholes. This is not rule of law in a Chinese legalist sense

What is the best in-depth history book providing a general overview of the Roman Empire?

I took a college course on Rome but the professor was only interested in Roman art (it was not a Roman art class) and our "textbook" was only 150 pages long. I need something meaty and deep. Recommendations?

Empires are just fascinating subjects for a variety of reasons, not the least of which being that there are no (formal) ones left.

That said, it would be awesome if I could find a history book that begins with the founding of Rome and continues through at least the fall of the Western Roman Empire, though any further than that and it becomes less of a Roman history book and enters into "history of civilization" territory
