Yes and no. Yes in the sense that it wasn't relying purely upon its war machine to improve the economy, but no in the sense that Fascist Italy's economy wasn't anything to really write home about, especially in the south of the country.

Probably, look at how long Fascist Spain lasted. That's not to say it would have been good, but given how long Fascist Spain was allowed to exist there's not much reason to assume that Fascist Italy wouldn't have been similar in a world where they didn't join the Axis.

You are right that the post-revolutionary regime is not any better but the fact that a revolution even had to happen was purely the result of Mohammad Reza's incompetence which he could only make up for with brutality. While he and his wife were living a fancy western luxury life far removed from the realities of the people, anyone who voiced criticism was thrown into the Savak's torture chambers. No one can blame the Iranian people for revolting against that piece of shit. Though certainly they could have been a little more careful about who to put in charge afterwards.
Mohammad Reza got kind of arrogant, doing shit like pic related while a lot of the country was struggling, thinking he was safe cause oil and American protection; then suppressing any dissent with SAVAK
now I wouldn't call him a tyrant, or totally negligent: he enfranchised women, took steps to environmental protection, instituted land reforms (which actually backfired), and improved infrastructure/healthcare
but in so many ways, he sowed the seeds of his own demise, and ignored groups (some quite powerful in society) that his actions affected - these people got pissed, and then came the revolution (which I don't find to be inherently 'Islamic').

Either way the current government greatly improves economic condition of average Iranians compared to during Shah's era, and it seems the country is slowly going to the right direction, Iran seems to be technologically and culturally progressive for an Islamic theocracy even compared to their more secular neighbour, which is a good thing
