What is the historical reason for this? I have seen some people say that back in the 80s governments forced them into segregated communities, forced cocaine into their communities, and then ramped up the punishment on drug laws. Is this true? It makes sense on paper but then you look at every other black community on the planet and it's the same story. There's no way the US government interfered with EVERY black community on the Earth, right?

It's cause of segregation, white people didn't integrate them into white culture, so they made their own. It was good for a while, then desegregation happened and during the culture shock their culture partially collapsed and hasent recovered. Government programs and social movements since haveonly made things worse.

There are a few main factors as to why so many blacks live in the inner city, and why crime there is so high:
First, black GIs weren't eligible for aid from the GI Bill, which helped give hundreds of thousands of (white) GIs a massive leg up in life. This meant that blacks had far fewer opportunities for college education, affordable home loans, etc.
In the following decades, there was a phenomenon known as 'white flight'. Basically, all the white families moved out from the cities to the suburbs. As a result, there was a general outflow of wealth, meaning that there was less tax money to be used to maintain roads, provide public services, fund schools, etc. This was coupled with real estate practices known as blockbusting and redlining.
In the former, a real estate agent would go into a mostly-white neighborhood with new black residents, and point out that black families moving in would tank the home's property value in the coming years. They'd then offer to buy the house up front; not market value, but more than what they say it would be worth later on. They'd then sell the houses at market price to black families, causing more fear about property values plummeting and continuing the cycle.
The latter was where real estate agents would refuse to offer homeowners' loans to certain areas (read: all-black neighborhoods), which they would outline in red on city maps. This led many blacks to have to rent houses rather than buy, meaning that they had far less financial equity than the average (house-owning) white family.
Then, you factor in the decline of American industry. Most of the cities with high inner-city black populations were also massive industrial centers (Chicago, Detroit, Gary, etc.), so plants shutting down led to most blue-collar jobs drying up. The rise of the drug trade and the crack epidemic meant that crime was far more lucrative (and often, the only viable option) compared to a legal job.
