The war ended before they could get to that. Remember, they only attacked Manchuria on August 9th, less than a full week before Japan's announcement of unconditional surrender (although sporadic fighting had been continuing past that, and also before the surrender itself was signed). And while the Soviets had advanced very quickly and easily, they had not steamrollered over every pocket of resistance, they used the sorts of mobile techniques they had developed in the war in Europe to bypass strongpoints, surround them, and batter them from much stronger positions.
Had the war continued though, it's a near certainty that the Soviets would have poured into "proper" China, and into Korea as well.

No, not at all. That has nothing to do with socialism. You could argue they thought of themselves as philosophers.
Marx's vision of communism certainly takes inspiration from the Platonic utopia, as well as being a "materialist" take on both Hegelian idealism and Whig history. Of course, he was also opposed to society having "rulers" per se.
The Leninist take on the "dictatorship of the proletariat" can definitely be tied to the idea of philosopher-kings; the idea that an educated party elite would gradually transition society towards socialism, then communism, before stepping down. We know how that went.
