That's literally every drawthread. Not every request is going to get drawn. Most of them aren't ever going to get drawn. If I had to estimate, no more than 10%-20% of requests will actually be done in any drawthread, and 20% is on good days. That means there will always be 5-10 times as many requests as deliveries.
It could be because they're mostly shit. It could be because a lot of them are similar so the artist only picks one of them and ignores the rest. It could be because certain requesters expect drawslaves, so artists avoid any requests made by them. It could be that a request is something that's already very common. There are plenty of perfectly valid reasons that requests don't get drawn.

There's nothing really wrong with that request, I imagine most people just aren't familiar with the character so it doesn't catch their attention immediately. It's not overly complex or overly simple, it clearly conveys what you want while giving the artist freedom to work with it, and the reference image looks good. There really isn't anything to fix. All you can really do is wait and hope it catches somebody's interest.

Honestly anon? Just relax. I've got some stuff in the works - yours included - but I don't really post on this thread to claim anything because bump limits get met fast (unlike on /u/) and I think some other artists might think the same. Seeing people complain about the slowness though is a bit discouraging/annoying because if you honestly want something ASAP, maybe you should commission someone instead of whining that no one wanted to draw your stuff. And that applies to everyone, not picking on just you.
And for the record, everyone shouldn't worry about trying to request something you think will nab you an artist - just ask for what you want. It takes a while because requests don't really offer anything except the fact that you made someone happy and maybe some traffic to an art site so people have to get some time to look. Besides wouldn't it feel better to ask for what you really want?

As a drawfriend that has been doing requests for a few years on 4chan, let me give some insight on how I (and perhaps other drawfriends) evaluate requests in this thread.

Why request fulfillment is slow:
1) This is a hobby and I'm not a professional artist. I suck and I fear rejection, so it takes effort to build up the courage to do a request (be nice to us).
2) Even a simple request takes me 4 hours. Stop and think about that for a second, that's 4 straight hours of my 12 hour day I've committed just for you. That's a sizable time investment for me
3) Most of the time I just want to copy from a more skilled artist (in order to improve), and I can't do this if I'm fulfilling a request. Copying another artist to do a request is seriously shameful.
4) I have other hobbies that don't have anything to do with drawing
5) I have a full time job that leaves little time for hobbies in general
What makes me want to fulfill your request:
1) Dumb luck
2) Saying you like my work
3) A character I want to draw (See: "Dumb luck")
4) An /h/ interaction that is to my tastes (See: "Dumb luck")
5) An interaction that is descriptive, but not too complicated to complete or too hard to understand.
For example:
